Street vendor business operation is a common social phenomenon all over the world. With the rapid process of urbanization and the change of economy system in China, Street vendor business operation has become a main type of employment for the vulnerable groups because it’s low-cost and flexible. The existence of street vendor is reasonable and positive:however, the flowing street vendors have caused many problems from city appearance, traffic to food security. Unmanaged Street vendor business operation has become a great problem for the urban management division. The urban management division has been in a dilemma as the street vendor group is unique and management method is simplified, and the violent conflict between the urban management official and street vendor has drawn the attention of the public.How to effectively manage the street vendor in the context of building harmonious society is a topic that the urban management division is discussing.Taking Licheng District, Jinan as an example, the paper analyzes the reason why the street vendor exists and the status quo from a view of urban management, pointing out that the reasons for difficulty in management vary from inadequate evidence of law enforcement, bad image of urban management officials, lack of public service function, the survival demand of vulnerable group to the loss of public participation. Based on the experience of street vendor management in domestic and abroad, the paper proposes improvements from the following aspects:improving the urban management law enforcement system. innovating urban management idea, establishing public management pattern, improving the public service and improving the job skills of vulnerable group.
