Coal liquefaction including direct liquefaction and indirect liquefaction is a new processing technology of coal-chemical industry, which provides substitutes for petroleum products. The birth of the technology can be traced back to the beginning of the 20th century in Germany, and later the technology was highly valued and researched worldwide. With several decades'efforts, a series of remarkable development and discovery have been yielded. The indirect liquefaction technology has been commercialized in South African; the direct liquefaction technology is also ready for industrialization. In our country, the coal-to-oil project was renewed in 1980s, and now a batch of demonstrating projects have been included in the 11th Five-Year Plan and in the national"863"Programme as key projects. The thesis focuses on the introduction and development of the coal-to-oil project in a typical and representative area - Erdos of Inner Mongolian, and elaborates its background and reason for introduction, the technology, and its current development conditions. For the existence of dispute on the project, this thesis also analyzes the reason and content of the dispute,and how the two sides finally reached an agreement as well as the authority's attitude to the project. Besides making more people get to know and understand the development of coal-to-oil project locally, nationally as well as internationally, what is more important is to show the strategic significance of the project for our country,it provides a new and reliable way for changing in the energy structure effectively, relieving the oil shortage,reducing the dependence on foreign requirement of oil,which is a significant exploration of science and technology ,and also an important guarantee for energy security in our country.
