HSE (Health, Safety and Environment) refers to health, safety and environment, HSE management system is the health, safety and environmental management methods developed from the late 1980's. Practices of HSE management are a good indication on development of economics of the urban area to some extent. Enterprises all over the word have met with different aspects and extent of problems in the HSE management system during the implementing process, and analysis of these questions timely is the requirements to continual improve HSE management system. It is interesting to study on the subject of continual improvement of HSE management system and to give more insight into the suggestions for HSE development of enterprises.First of all, the theory of HSE management system domestic and foreign are reviewed; Secondly, a questionnaire survey is studied on the HSE status of a group enterprises, and by means of data analysis in application of SPSS statistical software to identify the key elements impact on HSE system operation, meanwhile, the continual improvement aspects and recommendations of HSE are put forward based on the second and third part of the questionnaire; thirdly, a series questions of HSE continual improvement are proposed systematically, that include continuous improvement model which is the core, the principle, approaches, technology tools of HSE continual improvement, the improve model of priority measures and advices of improvement in phases.On the basis of normative analysis and empirical study, this study reaches the following conclusions: First, develop a self-evaluation model to access the maturity of HSE management system, and access the actual maturity of HSE management system through a questionnaire survey of group enterprises. Second, except for elements 4.4.4 and 4.4.7, there are highly correlated relationship between the overall operating level of HSE(L) and 15 elements of standards, and eight elements as follows, 4.4.6, 4.4.2, 4.4.1, 4.6, 4.5.2, 4.3.1, 4.5.1 and 4.2, play a critical role in the implementation of HSE management system; Third, linear relationship does not exist in between the maturity level of HSE operation and enterprise sector, type, scale and the length of setting up HSE management system; Fourth, the major aspects of HSE continual improvement are consistent with conclusion one in addition to the relevant aspects concerned elements 4.3.3(Objectives and programme), 4.5.3(Nonconformity, correction measures and prevention measures)and 4.6(Management review. Fifth, continual improvement should follow the following five basic principles: cost-optimal, integrating in the general management system based on quality management system, meeting the benefits of main interested parties, multi-level improvements and the improvement based on data analysis; Continual improvement including two basic ways, the progressive improvement and breakthrough improvements; Technical tools of continual improvement include physical and recognizant two types and ten categories. Sixth, design the priority model of improvement measures, and select the importance of and improving the ease of analysis as two dimensions to identify the priority improvement measures. Seventh, the core of improvements in planning stage is the introduction of a cost-benefit analysis and the strengthening of the concept of"inherent HSE"; "Operational control" should be as the key in implementation phase, and the enterprises should strengthen the management of interested parties and the control of special workplaces; performance monitoring is the critical aspect in check stage to enhance system operation efficiency and effectiveness; In action stage, the core of improvement is to create continuous improvement (CI) department or team, and to set up an external-oriented culture of HSE.
