A Study On Risk Recognition And Prevention For Dalian BOT Sewage Treatment Projects

Though BOT is widely used in the public products and it does promote sewage treatment industry's development, it brings many risks to BOT sewage treatment projects due to BOT and public infrastructures' traits themselves. In fact, with the deeper and deeper study on BOT sewage treatment projects, many advanced and relative theories are applied in BOT sewage treatment projects' study and cases. But we can still find some problems in Dalian BOT projects, such as the irregularity of enterprises that bid for the BOT projects, failure of test-running of BOT projects, inefficacy of supervision of local government and mistakes in project designing phrase. These problems show that there are still many defects in risk management and we need more and deeper study to carry out more scientific and effective risk preventing measures.Firstly, the thesis introduces the basis information of BOT projects of foreign countries and China. And through the case of Dalian Coastal sewage treatment project, it systematically introduces Dalian BOT sewage treatment projects. It focuses its study on identifying and assessing twenty-nine risks of Dalian BOT sewage treatment projects and finds out major risks through the method of AHP. It brings out many measures of risk prevention based on the major risks. It will be satisfying that the whole study and conclusions of this thesis can be applicable and helpful in preventing risks and the goal of utilizing advantages of BOT and promoting the progress of sewage treatment industry will be reached.
