In recent years, with the rapid economic development and capacity-rich countries has increased rapidly, China has entered a new era of comprehensive construction. On the one hand the Government to adopt an active fiscal policy, increase investment in basic and ancillary facilities and the construction of the intensity scale; the other hand, a large number of state-owned companies and private enterprises have also joined the ranks of builders, investment construction to develop some residential, commercial or public projects, making the construction industry exception prosperity. For example, Guangzhou City in December 2008 put forward the ambitious water management plans, by the end of June 2010, will invest some 480 billion yuan to the city's sewage treatment and Rivers comprehensive improvement projects to ensure the city's water environment will be a fundamental improvement. However, we also noted that in the growing number and size of the building, while, the project was the absence of a rational design risk identification and evaluation, leading to all kinds of problems, even though the project design is only a process of building the entire project part, but it plays an important role, directly affecting the safety performance of the project, functionality and economy. However, from the current literature found in the project design risk identification and evaluation of the lack of effective methods, the lack of dedicated and systematic approach to risk management. Learned through the literature review the project design of risk awareness among participants of a weak lack of knowledge of risk; in fact, the project participants on construction projects are very keen to design risk management theory, hoping to be effective, dedicated and systematic risk management theoretical guidance. The existing literature on the lack of project design risk for the study, therefore, this paper rural life in NanSha District, Guangzhou City Sewage Treatment Project (hereinafter referred to as NanSha WSZL project) as an example to study the project design a risk-based issues, the project design risk identification and evaluation of effective methods and mechanisms for the introduction of the project, to establish the design of the project risk management system, and ultimately achieving the project design, risk aversion and control purposes. Specific mainly to the following aspects were studied.1, based on an existing project risk management, systems theory and methods of knowledge analysis of the project design risk management research and application of the status quo and existing problems, combined with China's current project risk management, the actual status of the design and characteristics analysis of the implementation of the project designed to study the importance of risk management proposed project design risk management system to build the theoretical system and methods.2, through questionnaires and statistical empirical analysis, summarized CDEF model based on the design of projects in 38 risk variables. One concept stage (C) have 7, the planning stage (D) have 12, the implementation phase (E) have 16, finishing phase (F) have 3.3, the NanSha WSZL the design of the project identified the risk of variable factor analysis to construct the project design risk evaluation index system, through the use of AHP method, questionnaires and expert scoring method, fuzzy comprehensive method to construct the project design risk assessments to calculations derived from various key risk factors and risk variables, weight and risk indicators for measuring the weight of the consequences come to the overall risk of the project design level, the size of the key risk factors for risk assessment level.4, on the NanSha WSZL project design risk control were studied. In view of the owners side, consulting (Supervision) side and design units of risk factors is the project design of high-risk factors, the analysis of this study was the construction of macro environment on the project design based on risk control, respectively, from the owners side, supervision side, designer start to analyze risk control. In this study, the project management model in examining the feasibility of the mesh design suitable for the risk control measures.
