The steps include the preparing work before compilation, collecting data, project classification, determination and compilation, proficiency test.(2) Sorted the project of quota according to ABC analysis, and proposed method according to the different quota program.(3) Analyzed the limitations of the current raw data processing, and put forward the improvement methods to ensure the accuracy of measurement data and authenticity.(4) Analyzed the necessity and feasibility of proficiency test to ensure the rationality and feasibility of Enterprise complement.The new ideas of this article:(1) Expanded preparation principle of enterprise quotas, and put forward using ABC analysis on enterprise quota.(2) Ascertained the observing numbers of construction quota and the outliers of raw data respectively by adopting the theory of student distribution ,sandard method and Grubbs norm. (3)Added a test of data authenticity, on the two stages of existing observation and analysising and eliminating raw values of frequency.(4) Put forward a proficiency test about preparation of enterprise quotas.
