"Village in city" is a particular phenomenon which initiated by the urban development in the background of special national conditions in China with urban-rural dual structure. All sorts of drawbacks of the village make "village in the city" become the yokes to enhance urban feature, expand scale and strengthen competitiveness. Recently, a large number of money and human power are invested in this problem by government in many cities. Also, a lot of experts and scholars have done numerous study and research works. However, the "Village in city" is an emergent novelty that related to collective land transforms to nationalization, household registration system, collective economy reform, and social guarantee for the lost-land villagers, etc., meanwhile it is lack of explicit stipulation from government, which makes the reforming of "village in city" become more difficult.Based on different experience in Guangzhou and Wuhan, this article contrasts and analyses different modules in land remanufacture, economical transformation and consummation social security between different cities. And then rely on the present situation of Xi'an "village in city", analyze the factors which restraint the reform of those villages, in which the following 3 aspects have been studied deeply: collective land transforms to nationalization, collective economy reform, and social guarantee for the lost-land villagers. Last, 5 important suggestion is given to provide beneficial reference for the next villages' reform, that is: "the invisible transformation", classified instruction, standard nationalization of land transformation, standard collective economy reforms and consummate the villagers social security system...
