The Research Of China’s "Village-in-city" Reform Policy Execution Process

Since1980s,"village-in-city" become a common phenomenon in the process of urbanization. With city development, a lot of problems and contradiction appeared, such as, society, economy, and environment, which are paid attention by government and community.According to the development requirements of its own, Shijiazhuang carried out the largest "village-in-city" renovation project in history, which involves a lot of issues, such as, planning, demolition, resettlement, compensation, finance, social organization, collective economy, employment, social security, and so on. Its aims are to improve face and environment, economic, and resident life quality of "village-in-city", incorporate management of "village-in-city" into the city’s modern management systems, adjust city and industrial layout, improve infrastructure construction, renew ecological environment, further enhance the taste of the city and competitiveness, improve the bearing capacity,attract industrial and talented person agglomeration, improve its abilities of radiation and drive, and promote construction by economy.There are a lot of researches about "village-in-city", such as, renovation model, land used or resident compensation and resettlement, and so on. From the reform of "village in city" policy effective execution, this thesis selects a new perspective, analysis of policy execution process and effect, with period in good policy guidance, finish "village-in-city" transformation smoothly, to achieve the desired effect. This thesis has four chapters. The first chapter introduces the theory of "village-in-city" execution renovation policy process; The second chapter elaborates the process of renovation policy execution; The third chapter analyses the benefit and inadequate of renovation policy execution; The fourth chapter gives the suggestion of renovation policy execution, which mainly include four aspects:the perfection of policy, legitimacy and effectiveness of policy execution, the perfection of the supervision mechanism and the protection of city culture, city management.
