Performance appraisal has always been an important tool on the control and guide of enterprises' staff.How to combine advanced concepts,tools of the performance evaluation and road and bridge construction company under the socialist market economy is a issue worth exploring for road and bridge construction industry.The 4th company is a large-scale state-owned road and bridge construction enterprise. Owing to historical reasons,there are many effects of performance appraisal which can not meet the requirements of the socialist market economy.In this paper,taken modern theories and methods of performance appraisal as the basis,taken the 4th Engineering Co.,Ltd of China Railway 11th Bureau Group Corporation as an exanple,based on a profound study, combined with field research methods for the study to exploring the performance appraisal system to adapt to the new economic system,proposing improvement of the corresponding countermeasures.Through field research,analysising the status quo of the 4th company's performance appraisal,including evaluation of institutions,evaluation of the level of content examination, evaluation,satisfaction,etc.;taking in-depth study restricting factors on the effectiveness of performance appraisal;carrying out detailed investigation and research on the four 4th company'sindustry characteristics,the characteristics of the staff structure,and job analysis; giving a performance appraisal program design;optimizing the company's performance appraisal agencies;made the overall scientific design on the structure of indicatorsq;and giving indicators extraction process,and selection of indicators.This article pay attention to the effective combination of the characteristics of the 4th company,using simple methods,to ensure operability;and pay attention to the maximum extent of the collection of the most effective information to ensure fairness;focus on combination between advanced concepts and the cultural environment of performance evaluation in the 4th company.The results of these studies provide a reference to establish individual performance appraisal for the construction enterprises,and also as a reference to other industries.
