The Appraisal Research For Highway Transportation Development Policy

Since the reform and opening-up, highway transportation has developed rapidly in China. Under the guidance of highway transportation policy which is positive and correct, relying on own superiorities and characteristics the entire industry has become the dominant transport mode in the comprehensive transportation system. After more than 20 years development, the highway transportation industry also arrived at the stage of summary and analysis the policy. Stood in the point of devising development mentality of next stage, it is very essential to review the pre-development course and experience lesson for instructing the future the policy. Because of this, the research which appraises the highway transportation policy naturally becomes the hot and key question at present.Through the long-term comprehensive consideration, in whole this article from macroscopic, middlescopic, microscopic three levels, from many different angles like the government, the transportation product supply, the transportation product demand as well as the outside influence factors, researches the appraisal of highway transportation policy. In methodology, this article depends on the research methods of western economic and public policy study, union fundamental research and real diagnosis research. During this study, author takes the research goal as the main line, revolves the research goal to launch the elaboration. The author obtains by highway transportation policy historical evolution in China, classified and summarized main contents of these policies, simultaneously compared the overseas policy. In this foundation, this article researched the appraisal theory, analyzed real diagnosis. After that, author proposed tentative plan of appraisal theory and forecasted the further direction of highway transportation policy.
