Fully to grasp the amount of cultivated land and scientific quantify the quality of cultivated land, which will be conducive to achieve to transit of government the land resources management from quantity-based to the quantity, quality, ecological management and the coordination of scientific use. It will help to promote agriculture, country development and increase farmers' income, and also plays an important role to the establishment of a resource-saving society. It particularly has important theoretical and practical significance to the reform of the land requisition system, the balance of occupied and expiates for land, the account of grain integrated ability and Land-use planning. Thus we give a scientific and rational grading division to the quality of cultivated land; it can strengthen the management of cultivated land resources, promote the protection of cultivated land resources and insure continual utility of cultivated land resources.This paper analyzes and contrasts the history and current situation of agricultural land classification in the domestic and foreign, and gives the systematic expatiate to purposes, theoretical foundation and technical methods. According to "Regulations for classification agricultural land", the Ministry of Land and Resources issued, this paper uses land classification experience for reference, combining county cultivated land classification characteristics, uses many methods such as the data analysis and investigation, qualitative analysis and quantitative analysis, mathematics model combined with GIS technology. This paper makes Lintong District of Xi'an as an example to study cultivated land classification.Through scientifically analyzing cultivated land situation of Lintong District, to filter dominant evaluate gene for measuring off grade and establish the evaluate system for land classify. Using GIS technology we can carry out the data collection, recording, editing, analysis and computerized calculation of Lintong District cultivated land classification, and establish classification database of the Lintong District of cultivated land, it will convenient for land-use information of Lintong District basic arable land and storage, management, query, analysis, changes in the maintenance of maps, also help to area measurement and the map output. GIS has analytic function to space data and can deal with a great deal charts and drawings. It can reduce work intensity, and enhance work efficiency. This paper is in virtue of GIS to build classifying data-base of cultivated land. Having researched the GIS application in cultivated land classify, we divide cultivated land of Lintong into 7 classes and validated by theory and practice. My research has reliability and rationality in a certain extent, it has important theoretical and practical significance for relevant government departments of Lintong District in agricultural development and framing agriculture developing policy, to exploit ,use,protect infield sources, and continual utilize of cultivated land.
