As an important part of natural resources,cultivated land is an important foundation for national economic and social development.Through the land consolidation project,the quality of cultivated land can be improved.In real work people often use the gradation of arable land to characterize the performance of land consolidation.However,due to the small number of grading indicators affecting the land consolidation project,resulting in difficulties in improvement of gradation,therefore the effect of land consolidation cannot be fully reflected.To this end,use the quality classification,and add other factors that affect land consolidation on the basis of gradation factors,in order to better reflect the effects of land consolidation through the classify of cultivated land.This study sorts out the existing index system for the quality evaluation of cultivated land,and aims at the two purposes of land consolidation and valuation,and constructs an open classification index system that serves these two purposes.At the same time,based on the traditional modified method,a two-level modified method and a comprehensive modified method are proposed.Taking Qingpu District of Shanghai as an example,three methods are used to classify the cultivated land,and the results are compared to explore the feasibility of the new method,with a view to providing reference for the future classification work.The specific results are as follows:(1)based on the actual situation in Qingpu District,and on the basis of gradation indicators,this paper supplements concentricity,field size,field shape,and accessibility degree of field roads,to serve land consolidation.And based on the quality classification indicators,it supplements the farming distance,the convenience degree of the external transportation,the impact degree of the center town,and the impact degree of the country park.(2)using the traditional modified method,the average quality classification of cultivated land in the study area is 2.13,and the average valuation classification is2.93;using the two-level modified method,the average quality classification ofcultivated land in the study area is 2.20,and the average valuation classification is2.82;adopting the comprehensive modified method,the average quality classification of cultivated land in the study area is 2.26,and the average valuation classification is2.90.(3)comparing the results of the three methods,the traditional modified method shows a gap between its results and the results of the new method: the classification index calculated by the traditional modified method shows a large span,and the range of the classification index computed by the new method is relatively small,while the classification index calculated by the the comprehensive modified method shows the smallest span;the coefficient of variation of each level of the new method is lower than the traditional modified method,which shows that the nature of the same level of the new method is more uniform and the method is feasible.(4)The definition of farmland classification in "Regulations for Classification on Agricultural Land"(GB/T 28405-2012)is not clear enough,and local government carry out the classification work,mainly serving the land valuation.It is recommended that the purpose of the classification should be clearly defined in the regulations.The contents of the quality classification assessment for land consolidation and the method for calculating the classification index should be enriched.In the work of the third national land survey,the contents of the classification work should be improved,then carry out the nationwide classification of cultivated land,starting from the quality classification and the valuation classification.
