With the rising and the development of global service outsourcing, some countries in the world have already gained sustained economic growth and advancement of industry structures. Facing the opportunity of global service transferring, China should make use of its own advantages and carry on service outsourcing actively in order to transform China from "Made in China" to "Service in China". The author hopes China could grasp this opportunity to develop service outsourcing industry in order to upgrade industry structure and gain economic development.Based on former researches, following Porter's Diamond Model, both theoretical and empirical researches are presented in later parts. This article has seven parts: the first part introduces the background of research and research ideas, then reviews the former literatures. The second part introduces the international service outsourcing industry and it's development. The third part, major topics are empirical analyses of six factors in the Diamond Model, which are identified to be important to competitiveness of service outsourcing industry. These factors will be studied one by one in detail. The fourth part is the quantitative comparisons in six fields for two countries, including production elements, demand conditions, supporting industries, corporate strategies, local governments and industrial opportunities. The fifth part, basing on the data, building an international competitive model, using AHP to estimates international competitiveness of software service outsourcing industry, then analyses it. The sixth part analyses the reasons for the difference in international competitiveness in service outsourcing industry between China and India. At last, reviewing the article and putting forward relevant suggestions.This article focuses on the third, fourth and fifth chapters, analyzing the international competitive factors of service outsourcing industry according to the diamond model. Then, the author collects the data to compare the international competitiveness of service outsourcing industry between India and China. Based on the data, the author makes a model, using AHP to estimate the international competitiveness between China and India.The development of service outsourcing industry is of great significance to China. India has an early start to form their own characteristics and advantages. Based on article, the conclusions are: the service outsourcing industry of India has competitiveness in international market, human resources, language advantage, education and scientific research investment, financing, related supporting industries, enterprises and international opportunities. The service outsourcing industry in China has competitiveness in macro-economic, domestic market, infrastructure and social stability. The two countries have almost the same level of wage. According to the article, the author puts forward some suggestions to upgrade the international competitiveness of service outsourcing industry in China.
