Nowadays, with the rapid development of international division and economicglobalization, outsourcing service as a new form of industry which has occupied theinternational market rapidly. The business type has expanded from ITO to KPO, andthe industries which involved in it also extended from the software industry to thefinancial industry, logistics, accounting, consulting and other industries. However,because the financial crisis in 2008, more and more enterprises have realized the corecompetitiveness of the industry is one of the important standards to measure whetherthe industry can meet or bear the international competitiveness. At the same time, it isalso the important factor to determine weather the enterprises can be sustainabledeveloped or not. Under the leadership of the multinational companies and the world500 strong enterprises, a plenty of multinational companies outsource non-corebusiness to reduce costs and enhance competitiveness. As for China, how to seize theopportunity to occupy the international market rapidly is the key to undertakingoutsourcing service in the transformation of economic market. Compared with India,Ireland, the Philippines and other countries, you can easily find Chinese outsourcingservice starts too late , the whole scale is smaller and the efficiency is lower than theother countries. How to make China stands out from these outsourcing star countriesis the main point which is to be studied in the paper.The international outsourcing service can promote economic growth, upgradeindustrial structures, conserve resources, promote employment, and bring hugeeconomic benefits and social contributions to our country. Although the outsourcingservice in China has a sound infrastructure, strong government support, lower costs ofhuman resources, and friendly international relations, the market share of serviceoutsourcing industry of China in the international arena is still very small. Therefore,China should make full use of its advantages to develop the service outsourcingindustry. The paper would identify the international competitiveness between Chinaand India by using the Diamond model and combining with quantitative analysis of linear regression, then, it will identify the main determinant for service outsourcing inChina and explore the ways to suit for outsourcing service market.Specifically, thispaper can be divided into six parts. The first part is the introduction; it introduces thebackgrounds and significance of the topic and analyzes the domestic and internationalservice outsourcing theory researches. In the second part, the paper defines theconcepts of service outsourcing, in particular the concepts of international serviceoutsourcing, as well as the concrete form, and elaborates the relevant theory andindustry simply. The third part describes the current development of global serviceoutsourcing industry from the market size, business types and market segmentation,then; it analyzes the features of three countries (India, Philippines, and Ireland) whichis the highest market share in global international service outsourcing industry.Similarly, the fourth part analyzes the situation on offshore service outsourcing inChina from the market size, types of business, market areas. The fifth part analyzesthe international competitiveness features of undertaking international serviceoutsourcing and uses the quantitative analysis with the specific relevant variables. Thesixth part specifically analyzes the gap between our country and the other countries.At last, find the places where we should improve.
