The Study On Industry Development Strategy In Jinniu High-Tech Industrial Park

Jinniu High-tech Industrial Park is one of the most important Hi-tech zones in Sichuan province. After 8-year rapid development, its industrial structure gradually cultivates with four pillar industries such as electronic information, bio pharmacy, modern manufacturing and food processing. Despite of the rapid growth, many problems remain, e.g., the relative insufficiency of capital, the serious loss of talents, the weak competitiveness of industry and the vague direction of industry development, etc.. Among these, the prominent one is lack of definite strategy for the medium-term and long-term development of industry. Therefore, it is incredibly necessary and important to constitute the industry development strategy and its supporting system. On the basis of the analysis of the industry development conditions and the external and internal environment in Jinniu High-tech Industrial Park, the author of the thesis puts forward the medium to long term industry development strategy and direction, establishes and perfects the supporting system of the industry to guide the work in Jinniu High-tech Industrial Park and eventually achieves the goal of upgrading the competitiveness of high technology industry.In this thesis, the author applies the basic methods and steps of strategy formation in strategic management. Firstly, the large quantities of data and examples concerning Jinniu High-tech Industrial Park are collected. Secondly, the SWOT matrix is used to analyze the external and internal environment of the industry development in Hi-tech Industrial Zone. Thirdly, the solutions are compared by applying external and internal factor evaluation matrix, competitive profile matrix, TOWS matrix and so on. Lastly, the guideline, strategy, direction and implementation steps of high technology industry development in the Zone are proposed. What's more, by applying the theoretical knowledge of technical economics, district economics, human resources management, the author advances the solution as to how to establish and perfect the supporting system of the high technology industry development in Jinniu High-tech Industrial Park. The author presents the findings that Jinniu High-tech Industrial Park must grasp the rare opportunity of the Industry transfer at home and abroad, bring into full play the comparative advantage of the economy in Hi-tech Industrial Zone and the centralizing effect of industries, promote the development of headquarter base for electronic information and modern manufacturing as well as electronic information, bio pharmacy, modern manufacturing and food processing industries, and update the comprehensive economic strength and integrated qualities of the manufacturing industry in Jinniu High-tech Industrial Park. Under the guidance of the development strategy of the industry, taking the real situation into consideration, the author presents a "three-stage" strategic implementation solution.Lastly, the thesis analyzes the existing industry security system as well as its major problems in Jinniu High-tech Industrial Park in details. Based on the new development strategy of the industries, the author puts forward relatively complete framework of the security system and a series of measures and methods as to how to establish and perfect administrative service system, human resources system, science and technology innovation system, attracting business and investment system, etc. This research can guide the development of the high technology industries in Jinniu High-tech Industrial Park.
