With constant development of global economic integration and rapid development of construction market, internationalization becomes one of hot topics in the field of enterprise management, industrial economy and international trade. To smoothly enter international market and achieve better goals, the first thing enterprises should do is how to choose suitable entry model so as to achieve the goal of"going global". And then enterprise should understand the development situation of international operation and adjust strategy timely to effectively ensure"going-on". Therefore, formulating a set of effective decision-making system of entry mode in international market and a group of indicator system systematically and comprehensively criticizing international development of construction enterprise have a significant theoretical and practical value for international study and management of construction enterprises.Based on a large number of literature review, the existing theory of international market Entry Mode are systematically clarified and there are lots of limitations of them are found, such as study mode on country with limitation from developed country to undeveloped one, industry study confined to manufacturing and service industry as well as choice of entry mode only limited to static factors without taking fully account of dynamic ones—economic change for example. Because these theories are not suitable to guide the choose of international market Entry Mode for Chinese construction enterprises, this article reset up an appropriate decision-making system for it on the base of the above conclusion combining with development characteristics of construction industry.Then, this paper sorts out study on evaluation methods of international performance, focus on its evaluation model and summarizes its research ways. There are a lot of deficiencies in existing research. For example, the current theory doesn't comprehensively measure its indicator, only applying to evaluate international stage, which can't well reflect development situation in different stages with certain one-sidedness. Furthermore, current evaluation models are results-oriented, and evaluate performance without dynamic and development perspective. However, in regard to comprehensively evaluating international development, systematic evaluation indicators are needed to reflect overall picture of it. Therefore, with reference to framework of Balance Score Cards widely used by famous international enterprises recently and construction industry's development characteristics, a set of international performance evaluation system for Chinese construction enterprise is finally formulated. A case study was conducted to illustrate the usage and effectiveness of the evaluation system. The evaluation system combines quantitative analysis with qualitative analysis and takes account of balance in long-term and short-term of development goals, finance and non-finance, interior and exterior factors as well as developing indicators and lagging indicators. So, it is conductive to truly reflection of international performance level.Besides, on the basis of the above study, the paper offered a number of development proposals for Chinese enterprises reference when they make strategy on how to effectively expand internationalization.Finally, the conclusions of this study are summarized. And, Inadequacies and the future prospects of the study are point out.
