With the continuous expansion of the width and depth of China’s opening-up, the use of foreign funds is increasing, while the number of international cooperation projects on construction growing. The international cooperation projects on construction are featured with long project cycle, large investment scale, complicated technology, and high risks, in whose execution processes a wide spectrum of risk elements lie hidden. It is vital and urgent to improve risk management for international cooperative construction projects, with the purpose to cut down risks, reduce losses, and improve management of international cooperative construction projects in China.The international cooperative construction project of FH Group was selected as the case for comprehensive risk analysis in the paper. Corresponding to the features of risk evaluation, the author used Delphi method to identify risks, and selected 6 risks, i.e.political risk, economic risk, socio-environmental risk, management risk, engineering and technical risk, and coordination risk, to establish an indicator system for risk evaluation in international cooperative construction projects. The set-pair analysis was used to decide the weight of each risk, while fuzzy comprehensive evaluation applied to assessing risks in international cooperative construction projects. Based on evaluation results, this paper not only puts forward measures to address risks, but also provides useful reference to inform similar international cooperative construction projects in China, and projects for implementing “going-out” strategy, in particular international cooperative projects under the Belt and Road initiative.
