| Circular Economic budded in 1960s; with Knowledge Economy, they constitute the two major trends of development of international society and Economy, it is seen as economic embodiment of Sustainable Development Strategy. Along with the continuous development of China's Economy, resource shortages, environmental degradation and other issues have become increasingly prominent, the economic, social and ecological sustainable development are severely constrained. In 2006, the development of Circular Economy was included in the "Eleventh Five-Year Plan", the plan pointed out that "both development , conservation, conservation priority and in accordance with the Reduce, Reuse and Recycle principles, in resource exploitation, production consumption, waste generation , consumption and other aspects , should gradually establish the whole society resources recycling system. "In 2007, the second group of Circular Economy pilot projects be carried out; in 2008, "Circular Economy Promotion Law" was formally promulgated; the development of Circular Economy in China has entered a new milestone. In order to promote the development of Circular Economy faster and better, to start the evaluation of implementation of Circular Economy of enterprises becomes particularly important.This paper begins with the basic theory of Circular Economy; research the status of implementation of Circular Economy and evaluation both at home and abroad. Make Circular Economy enterprises in Sichuan Province as an example, in Sichuan Province in recent years highlights the business cycle in the promotion of economic development, work experience and effectiveness, introduce the work experience and effectiveness of promoting Circular Economy development in recent years and to promote Circular Economy has played a comprehensive guide and reference to the future. The article used the implementation of the enterprise as an example, combines with the Circular Economy system and two evaluation methods, comprehensive evaluates the case enterprises'implementation of Circular Economy. Finally, put forward proposals of my own from the enterprise and the government point of view.First of all, the implementation and development effectiveness of Circular Economy in Sichuan Province's enterprises, introduces the work of promoting Circular Economy in Sichuan Province from the legislation, the implementation of cleaner production and industrial upgrading and restructuring point of view. On this basis, further study the measures of promoting Circular Economy in enterprises of Sichuan. These measures include the implementation of Circular Economy business work in the pilot (the key) enterprises; Energy and industrial water save in enterprises, promoting enterprises'clean production and promote the enterprises to improve the comprehensive utilization of resources and waste recycling. In order to in-depth understanding of the implementation of enterprises Circular Economy, paper makes Wuliangye Group and Longmang Group as examples, studies their economic effectiveness, social effectiveness and eco-effectiveness from developing Circular Economy. Through the study found that the two companies able to achieve such results in the development Circular Economy, the key is derived from the persistence of developing Circular Economy and the process innovation of production technology. While getting achievement, also ought to see the there existing deficiency, this paper researches promote the work of the Circular Economy of enterprises in Sichuan Province, from technology, finance and recognition to the Circular Economy ,indicates the problems in Sichuan promoting implementation of enterprises Circular Economy, and proposes the necessity of evaluating the implementation of enterprise Circular Economy.Secondly, establishes evaluation index system and evaluation method Circular based on the implementation of enterprise Circular Economy. Index system should not only adhere to scientific principle, level principle and operational principle, but also need to follow the Circular Economy "3R" principles, namely, Reduce, Reuse, Recycle principles. From the economic, ecological and social point of view, the index system including 7 levels and 28 sub-indicators, this 7-level include economic benefits, resources and energy consumption, waste emissions, recycling, environmental protection, technical innovation and social benefits. Based on the index system, establishes AHP-Fuzzy comprehensive evaluation and AHP-Fuzzy integral method. Through the questionnaire Statistics the important degree of indicators and determine weights of indicators through AHP. After the Weight determine, use Fuzzy comprehensive evaluation method to conclude the results, and based on the lack of Fuzzy comprehensive evaluation method, introduce the concept of Fuzzy integral, and makes a new evaluation combines with AHP ,and analyzed the evaluation results.Thirdly, carry out case studies. Selected Wuliangye Group as case enterprises, based on the index system constructed previously, Combined with the actual situation of Wuliangye and the characteristics of their trades, modifies the previous index system, and construct the new index system based on Wulingye Group. According with the index system and the implementation of Circular Economy of Wuliangye, concludes the weights of indicators, utilizes the two methods concludes the evaluation outs, and contrast them.Finally, in the previous study, based on two major aspects of enterprise and government, proposes the recommendations and countermeasures of promoting enterprises Circular Economy. For enterprises, the enterprises should increase their internal awareness of the concept of Circular Economy, raise staff awareness of recycling Economy, and increase technical input, make technological innovation led to the implementation of Circular Economy, at the same time to strengthen the training work of the Circular Economy talents, in order to achieve the protect intellectual of implementation of Circular Economy. For government, it is necessary to continue to promote the optimization and upgrading of industrial structure, promote industrial upgrading in enterprises the implementation of Circular Economy, while increasing financial and technical support to enterprises, and protect the implementation of Circular Economy of enterprises. |
