Oil and gas development has characteristics of high input and high risk, the return of right decision-making can be huge, the opposite, investment effect would be reduced or over-investment. Yet the aim of risk assessment which is by analyzing is to accurately understand and grasp the risks or uncertainties, and to minimize their impact, which is also called "risk aversion". Only to take into account all risk factors, and to carefully prepare for Risk- assessment research, a limited investment can as far as possible achieve greater economic efficiency. As a result, oil and gas exploration should be taken up in petroleum engineering and geological appraisal on the basis of scientific risk assessment of its implementation. It is a new problem for us to understand and engage in oil and gas development from the business view, and is more realistic and urgent for Oil Company to be marketing, enhances economic efficiency and survives competitiveness.Through studying commonly used methods of risk assessment, the paper which combines with the existing risk assessment models, and makes comprehensive use of various methods of risk assessment, builds an oil project's risk assessment model which is based on a fuzzy comprehensive evaluation. Based on the risk assessment model, it gives the Design and Implementation of Risk Assessment System, and has a test of the actual petroleum engineering projects; the system can give a reasonable evaluation of the results of the risk. In short, risk evaluation system provides support for oil and gas exploration, promotes the quality of decision-making and reduces the investment risk of oil exploration.
