This article discussed process that natural integration of the Tianjin Hai-Ho Conservancy Commission to transport the city and the main trade port city early in the process of modernization in four parts, which are the port of Tianjin before the the Anti-Japanese War and the Hai-Ho Conservancy Commission (1897-1936), the Hai-Ho River in Tianjin and engineering bureau (1937-1949), modernization and the Hai-Ho River in Tianjin early works, to discussed the project more closely integrated.The first part is a brief introduction to the Tianjin Maritine water transport carry and formed an important crossroads of traffic and commerce and trade city with the history of the process for the development of post-history has laid a solid foundation.The second part discusses concession project works on the Hai-Ho River in Tianjin during the period and early in the process of modernization by introducting its organizational structure, funding sources and includeing basic information such as branch occlusion with the construction of diversion dam and bank protection works, cutting the bends of the project, Wanguo Bridge, the construction and management of the Hai-Ho River in Tianjin and Hong Kong and Haikou and Dagu sand dredging waterways.The third part discusse the Hai-Ho River and Hai-Ho River Engineering Bureau including Dagu channel dredging and the Yongding River sand sediment Warping and winter ice-breaking work of such basic navigation. It also discuss the Hai-Ho River Engineering Bureau's struggle against the Japanese imperialism and Nationalist government under the leadership of the Chinese underground. The fourth part focuses on the complementary relationship bteween Bureau and the Tianjin Hai-Ho River project and early modernlization including foreign students and local education, highlighting the new concept of Haihe River Project completely different from the established pattern of China's feudal era , and the process grown in strength in different historical periods of turbulence in a tenacious vitality of the course, hopeing of our times and social role of some inspiration.
