Project Management is a new field of Management. Industry and business projects are finished by reasonable plan and coordination resource. The Scheduling Management is the most important knowledge of Project Management. Scheduling Management on Software Development of Telecommunication theory is used to all of the process of telecommunication software development. It could control the Time, Resource and Cost in the project availably.The author of this paper has researched the construction of PHS base station, used the project management theory, technology, method and process to explain the schedule plan and control of ECP-A3 software development. It based on the project management theory, integrated the feature of telecommunication software development. The tools and methods were used to help controlling schedule availably and expediting the implement of schedule. According to these tools and methods, ECP-A3 project was finished timely and successfully, and it also based on the original schedule. At the same time, I also hope to provide a new point of view to analyze the scheduling management on software development of telecommumcation, give the reference for the future and push the application of the project management.
