China government proclaimed the recombination program for the telecom market. Sevral company has recombinated as three new corporations. The CMCC CTC CU have become a new market pattern. So the competition in China telcom market is totally new and includes entire business. In this new situation, the network for home has been paid for much attention ,because it can do a lot in holding customers and also it can expand the data affairs. More and more strategies are carried out. So the study of situation and the way to devlop the home network is very important. This article studies the competive tactic of the home network, analyzes the environment of the telcom market ,using PEST SOWT to analyzes the mode of the net and the stragy and the risk in running home network. Besides we also draw lessens from foreign markets, using the 4P 4C theory to know how to do some help for the successful market tactics.
