With the development of global information and communication technology,communications will stride into a new era--3G communications characterized by data andmultimedia communications ,from the as the 2G era dominated by voice transmitting . Mobile networks will turn into a period based on the broadband style.The arrival of 3G communication brings about both opportunities and threats for telecom operators. First of all, the biggest change is that the operators will face the fission and subsection of the telecommunication industry. The competition between enterprises has become the integration of the competition of value chain and the competition of sectors. Second, new competitors in 3G times will evolve into a market structure of 3-oligopoly. Third, the current penetration rate of fixed-line data services is very low. That how to stimulate customers demanding for mobile data services and expand the market, is an important problem to telecom operators in the 3G times. Therefore, facing of these threats and risks, after 3G licenses issued, Chongqing Unicom should take what competitive strategy to win in the fierce competition and establish their own competitive advantage.In this paper, Porter's "Five Forces Model", "SWOT analysis" and other theoretical tools are applied to analyze Chongqing Unicorn's competitive strategy. We suggest a strategy of integrating of goal concentration and differentiated services. So, as to China's telecom operators in the 3G times, we provide a basic direction, and explore a healthy and sustainable mobile communications business development tactics.
