With the rapid development of ICT (Information and Communication Technology, referred to as ICT), telecommunications networks, computer networks and cable networks continue to penetrate each other, accelerating the pace of integration. At the same time, users demand transform from a simple information and need of communication to the personalized, integrated information services demand. The rapid development of technology and customer demand for changes in the telecommunications industry promote a profound change.At present, China is in the important development stage of speeding up industrialization. The 17th National Congress of the CPC put forward the Informationization of the national strategy to promote industrialization , the integration and transformation of the information technology and traditional industries and optimization and upgrading of industrial structure, promoting industrial change to be stronger. provided a rare opportunity.All that provide a rare opportunity for this high-speed 3G business development.At 14 o'clock on the May 24, 2008, the Ministry of Information and Industry, National Development and Reform Commission and the Ministry of Finance jointly issued today "on deepening the reform of the telecommunications notice," the third telecommunications reorganization formally started .According to the agreement of CDMA network and acquiring customers between China Telecom and China Unicom, since October 1, 2008, the Nanchang Branch of China Telecom begins becoming an official full-service carriers.I first systematically study and research the examples of development of overseas carrier CDMA business and development trend of CDMA technology .On the basis of detailed analysis on the market situation, market conditions and customer needs in Nanchang ,I determine the principle of customer priority, considering both income and profit and struggling for profit to formulate and implement strategies of differentiation of mobile business development ,and apply BLM (a leading strategic model) for the development of telecommunications in line with the Nanchang own advantages and characteristics of the CDMA business operations and strategy action plan for 180 days.The strategy could not only conduct Nanchang Telecom to seize the historical opportunity for development ,to shrug off the predicament of declining in users and revenue in traditional telephone business, but also create a new imagine of Nanchang Telecom. At last, summarize the operate strategy for CDMA project of Nanchang Telecom, then prospect for our further development. Of course, based on the changes of market and customer demand, some necessary adjustments should be took place in actual business operations.
