Communication Engineering Survey And Design Project

With China's accession to the WTO and the restructuring of domestic telecommunications operators, the market of the telecommunications engineering survey and design is faced with opportunities and challenges. How to stand out in the competition in the survey and design, the implementation of effective project management is very important, and by studying the quality of the survey and design project to improve the design quality management is very necessary.In this paper, from the concept of communications engineering survey and design project, as well as project quality management, first to present an overview of the characteristics of the survey and design project; then, to analyze the market competition and the problems of survey and design; finally, to describe the necessity of the implementation for quality management in communication engineering survey and design industry. Mobile networks building (I,2008) to China Telecom in Guangxi Province, the project engineering design of the wireless network as an example, the quality management model of the project is analyzed. And use of the project quality management theory and methods in modern project management theory, to list the main problems in the current communications engineering survey and design, and to analyze the causes of quality problems, then, to propose an quality management model of the survey and design project: First, to define the quality objectives of survey and design project, and to provide guarantees for the quality of the survey and design according to the factors that affect the quality, based on the management system, the basis of quality management and human resources. Then, a process quality control program of the design plan mainly on compiling quality planning was presented by using of TQM, ISO9001 series standard process methodology, and the principles of PDCA cycle quality control technology. Finally, in order to ensure the quality objectives of the survey and design, and to provide the guidance for the survey and design project quality management, to discusses how to set up the quality control point and to control quality, according to the important control objects, the key parts and the weak links, which impacting the quality of the survey and design. In addition, this paper not only proposes a quality control measure for the survey and design projects, but also explores in the relationship between the quality management, the cost and the progress of survey and design project.In this paper, the results of this study will not only provide an operational quality control of the design process and quality management for the survey and design industries, but also, put the Pareto analysis, the cause and effect diagram analysis and the process methods of quality management tools into the project management of the modern engineering design. It will provide ideas and methods in communications engineering quality control for the design industry that running under the ISO9001 quality management system.
