It is important to foster and improve the marketing system in establishing socialistic market system, in which land market plays an important role in it. Along with the deepening of China's reformation and opening up, and the rapid growth of economy, land administration is getting more and more attention from the leaders and cadre at all levels, and from common people. People gradually realize the concept that land is not only a kind of resource but also a kind of asset. How to fully utilize such a limited resource, and reform the stipulation of land using is time press. After many year's exploration and fostering ,the main frame of our country's land market institution and operation has been built, and it lays the foundation for future development. But it still has a long way to go in normative implementing.Firstly, it reviews the allocution of land resources in our country and the development of land markets, finding some problems and showing the importance of perfecting the land market. To those problems , several effective measures are systematically put up to improve the land market and macroscopic supvisions. In the impact to improve the macroscopic supvision , the narration is displayed at system-improving,supvision and regulation respectively.In order to have a rational knowledge to the land market evaluated result, this paper inducts the concept of land market's maturation degree, and establishes the measurement system of Tai'an City. According to the basic concept of land market, the connotation of land market's maturation degree includes five aspects which are market operation degree,equilibrium degree of supply and demand, sensitiveness degree of market price ,competition degree of market and supporting mechanism improving degree. Exploring the meaning of land market maturation degree and its measurement indicator system not only has the value of academic but also could offer data support and practical lesson for analyzing our country's land market normative construction. This study deals with the land market of Tai'an city. First, it analyzes the reformed measures and effects of Tai'an city land market. Then, it comparative analyses the trade type, f ram, quantity, price and so on from 2002 to 2006 of land market in Tai'an. By analyzing the land market maturation degree, it establishes the measurement system related to Tai'an practice and get the result that the maturation degree of Tai'an land market is high and its development is good. Based on these conclusions, it gives the countermeasures to improve the land market of Tai'an city.(1) Strengthening business study and doing general publicity.(2) Strictly prohibiting land trade in private and rooting out the stealthy land market.(3) Definitely land property right and shaping qualified market subject.(4) Improving internal working procedure and perfecting land market rules.(5) Perfecting land trade market-oriented institution and achieving the principle status of market in fostering land resources.Tn some senses, these suggestions could be a guide for achieving land market normalized development and improving the working(adjusting, institution,supervising and so on). They also have practical senses to strengthen land management, carry out the principle of managing land resources and assets together and accelerate the economy's development and advancement of Tai'an city.
