Honggutan -New- District is a Newly developed urban area of Nanchang in Jiangxi province in recent years.This article mainly discourses Honggutan-New-District's countermeasures from innovation in the modern service industry on the basis of participating in the " Honggutan -New- District planning industry in 2020" study group . It expounded the connotations of the modem service industry and presented the trends at home and abroad, and referred to the models of development experience and enlightenment from the developed countries and relevant region. The basic conditions of Honggutan-New-District's development and innovation in the modem service industry was been analyzed, and a SWOT analysis (strengths, weaknesses, opportunities, threat) was presented directly. The research methods including that the comprehensive use of qualitative analysis and quantitative analysis, Analysis of norms and analysis of evidence. Whole article was based on these three kinds of theories: Industrial economics, Regional economics, Public administration. It based on empirical research, and established a government assessment of the investment model, combined with relevant Domestic and international experience, put forward the countermeasures of Honggutan-New-District's innovation in the modern service industry:The government should to create a environment strongly to promote modern service industry's development; advance with the times, set modern service platform for innovation; through the 3P principle to deal with the modern service industry; sustained and stable development; focus on promoting the construction industry; to strengthen the mechanisms building in Honggutan-New-District's industrial development.
