Research Of Investment And Financing Management In Urban Public Utilities

Urbanization in China has entered a new period of development and adjustment since reform and opening-up. There is an increasing demand for urban public utility with the acceleration of urbanization, and the rapid development of economy brings great opportunities for development of urban utilities. However, as the main sector of urban infrastructure facilities, the development of urban public utilities has been fraught with problems. Urban public utilities have always been government monopolies in China. There is a general lack of facilities and existing ones are not effectively run. A lot of capital is needed for new projects, but there are few channels to raise funds. It can not meet the needs of urban construction and development. Functions between government and enterprise are not clear under the planned economic system. It seriously affects the efficiency of public utility investment and service quality. So it is important to study the management system of investment and financing of urban public utilities.In the view of the above questions, this thesis relates basic theory and property of investment and financing. It makes adequate preparation for the analysis of investment and financing of urban public utilities management. Nowadays, the study on investment and financing mainly concentrates on the economic analysis of cost-benefit and the efficiency, but neglects the "management" and "supervision" of investment and financing. This thesis analyzes the constraints and development conditions of the investment and financing of urban public utilities management. It makes environmental analysis and background for theoretical model of investment and financing of urban public utilities management.Based on above analysis, the thesis firstly presents the theoretical model of investment and financing of urban public utilities management. Secondly, it proposes guiding ideology and main measures of investment and financing of urban public utilities management according to the actual development of urbanization. Finally, the thesis proposes methods and idea for the problems in both theory and practice.
