Agricultural products quality safety control is one of important contents of common administration and public service in the new period in our country,It is the important means that ensuring consuming safety, Increasing the peasants' income, Improving agricultural competition and sustainable development , And it is the important measure which building modern agriculture and new rural construction. The policy research of Agricultural products quality safety control is a research topic which has significant realistic values.This article has first outlined the research condition of this topic and the paper research mentality and the methods. It is considered that although governments at all levels had already bought the research of agricultural product quality safety control into the agenda of the public management, the research started relatively late, and was still in the course of explorations. Our country scholar's research mostly limits to the area of management technology, the research of regulatory policy is insufficiency. This article uses approaches for such as investigation and study, case analysis, model analysis, utilizes the theories of public economic and the community policy choice and so on, take Shandong as an example, carries on a research to our country agricultural product quality safety control policy.Next, this paper carries on the analysis to the origin and the harm of the agricultural product quality security problem in our country, and affirms the attribute of the problem. It is thinks that the agricultural product quality security problem is not only t an important economic problem in agricultural economy development, but also a social question which government faces in the new period, its root lies in the development level of the agriculture in our country and produce arrangement in circulating the system are not adapt to social economic development. Therefore, we should further expand the policy research way of the safety management of the agricultural product quality, and adopt systematical research methods Once more, this paper reviews the policies of agricultural products quality safety control for passed 20 years in our country, and carries on the real diagnosis analysis to the present policies, it is thinks that the questions ,such as policy vacancy and the efficiency not high ,are exist, particularly in the market mechanism cultivation, the policy vacant seriously, benefit deviation existed between producers and consumers , policy supporting in the area of agricultural product quality security is not adequate, the condition of lacking encourage policy is serious.Finally, this article uses rational decision-making model theory, and carries on the analysis with the essential factors which related to the agricultural product quality safe, to construct the system of policy frames for the agricultural product quality safety control. For the balance of interests of main bodies and each kinds of policy, this paper proposes the policy orientation and the suggestion. Aim at the challenges of implementing "Agricultural product Quality Security Method" faced, it puts forward the proposal of perfecting supporting policyThe innovation in this article lies in the recognition to the attribute of agricultural product quality security problem, and the regulatory policy systematization research mentality and the benefit balanced policy orientation. The deficiency lies in lacks of quantitative analysis to policy frame question, and lacks of policy analysis correlated to agriculture industrial and policy execution research.
