| With the development of economic globalization, our country industrial set-up being continual readjustment, and urbanizing course being accelerated, the effect of modern service industry in social development is gradually outstanding. The flourishing degree of modern service industry has already become the measurement of the economy and social development. It is impossible to make a leaping progress of modern service industry without enough human resources as the guarantee, especially innovative talents are the core power in the team of human resources and they are the main force to drive the high development of industry and to improve the ability of independent creative. Therefore, in order to achieve the goal of improving the modern service industry of Shenyang vigorously and making Shenyang to be one of the modernized big cities, we need to focus on people–oriented, implementing the strategy with city development by talents, making effective exploitation of innovative talent resources in modern service industry, and playing the basic, strategic and decisive role of innovative talents in development of society .The article adopts the method of comparative analysis and collecting data from investigation, after comparing the condition with other vice-provincial cities in China, the article lists the current situation of the modern service industry, the innovative talents in modern service industry and the development of innovative talent resource in modern service industry of Shenyang. Based on those contents, the article lists the problems of the development of innovative talent resource in modern service industry of Shenyang. Finally, through analyzing of the current situations and problems, the article lists the solutions and the countermeasures from four fields, such as the government, the enterprises, the education training organizations and the society agencies. |
