Modern IT service industry is a new Industrial pattern, and needs to find its development model and regulation in terms of demonstration.The achievement of modern IT service demonstration that based on the basic, common and Pillar R&D result can drive the whole development of the industrial chain and inter-industrial service, in order to solve the problems of model innovation, service products research and development, critical standard or regulation design, and talent cultivation, resulting the core capability of modern IT service industry, which mainly push forward to the R&D and design service, e-commerce service, modern logistic service, online payment and financial service, IT system outsourcing service, scientific information and knowledge service, online professional and digital service. Besides, the modern IT industry is full of the most vitality and driving effect in China, and also the key growth pole for Chinese economic development.This paper, researching on HM Software Company, starting of its current status, integrating with the era characteristics, analyze the HR management perspective in modern IT service industry, and the method of effective strategy implementation, by leveraging the theory of strategic management, HR management and core competitive ability.At first, this paper concluded the current HR management status of modern IT industry, elaborating the relative primary strategic theory of HR and corporate management. Then it made a SWOT analysis, according to the current HR management status of HM Software Company, from both inside and outside. Finally, based on the problems and the cases in HM HR management, we set up the corporate talent quality model, guiding with relative strategic theory. Additionally, we addressed the method of talent control, the problems which need to pay attention in the implement process, enhancing the effectiveness of the strategy implementation. By analyzing the cases of HM Software Company, we strive to improve the HR management ability of modern IT service industry, increase the core competitive capacity, and promote the development at a high speed.
