Under the tide of building socialist harmonious society, new construction in rural areas is undergoing currently. At the same time, the speed of the aging process in China makes people unprepared, and the retirement provision issue of the rural elderly accounting for 75% of nationwide elderly population is not optimistic. The factors of economy, history, culture and China's urban-rural dual structure, etc. have hindered the establishment of countryside insurance provision system in our country seriously, and there are not enough conditions to achieve retirement provision socialization in rural areas.
