It undoubtedly has important practical significance to research how to promote the circulation of agricultural land market in the perspective of protecting the farm's rights and interest.In this paper,Takeing the theory of land ownership, land rent theory, the theory of the market mechanism as theoretical guidance,through reading literature and choose Chengdu of jinjiang'Township, wenjiang' District, Pixian andShuangliu Countyas main target, adopt questionnaire form to investigate 200 peasant households, analyzes the status of the circulation of agricultural land of Chengdu .Comparisoning the circulation of farmland should have the rights and interests of farmers and with the current interest in the actual,and analysising the pros and cons of transfer in the agricultural land market, Point out the transfer of agricultural land in the direction of market-oriented reforms. Based on the analysis of the extent of the current flow of market-oriented agricultural land in Chengdu,propose the agricultural land market transfer Suggestions which based on the protection of their rights and interests. The main conclusions are drawn as follows:(1) For the inadequacies of politico-economic system in the tranferring of farmland in city of chengdu, The non-market factors play a leading role in the circulation of agricultural land, which leading to violations of the rights and interests of farmers problems.Famers'rights and interests aren't protected including the land benefit,transfering option,anticipation and surpervision on management, that hampered the process of farmland transferring.(2) The circulation of agricultural land market, which have advantages of maintaining the operational autonomy of farmers, increaseing farmers income, protecingt the right of farmers, according with the economic laws, reduceing the chance of non-market factors intervention of System. Because of the market economic system in itself and transfer mechanism of the imperfect, It will bring inadequate competition and distortion of price signals and so on..(3) By building the market transfer mechanism of agricultural land on the protection of farmmers' rights and interests, we effectively protect the rights and interests of farmers, promote the process of agricultural land market.The specific is to establish a rational pricing mechanism, standardize intermediary mechanism and an effective mechanism, standardize government behavior, accurate positioning of government functions, and establish farmers organizations which represent the farmmers'interests and interests, and other measures.
