In the development of urbanization, rural land circulation is an important way to link urbanization and agricultural modernization. Meanwhile, it is also crucial to the overall development of urban and rural economy. So in the development of agricultural modernization and urbanization in our country, how to realize the rapid land circulation and the moderate-scale land management has become an urgent problem facing China’s current rural economic and social development. Although the government has paid special attention to the contracted management of rural land and employed a series of support measures in the early implementation period, there still exit a lot of problems in the process of land circulation due to a lack of mature market and corresponding mechanism, such as unsmooth circulation, disordered market, unfair price, and impairment of farmers’ rights and interests. A harm to the farmers’ rights and interests, to a large extent, will affect the social stability and sustainable agricultural development of rural areas. Therefore, to study the contracted management of rural land circulation and the protection of farmers’ rights and interests in the process of this circulation becomes paramount.The study mainly employs methods of literature review and questionnaire. The study first reviews the status in quo of research home and abroad, relevant concepts, and theoretical analysis, with a focus on the present rural land circulation in the process of urbanization in China. The contracted management of land circulation in Banhai was taken as the research subject. The mechanism of protecting the interests and rights of farmers was proposed after analyzing the existing legal problems in the contracted management of land circulation in rural areas. The study maintains that the following three aspects should be addressed in order to solve the existing problems in the contracted management of land circulation in rural areas in China. A sound market operation and maintenance mechanism, a rural civil service organization, and a good legal system should be established in the contracted management of land circulation in rural areas in china in order to secure the rights and interests of farmers. All these can promote a rapid and sound development of rural land circulation, and the construction and development of modern agriculture.
