The development of society and economy is inseparable from the engineering project. Under market economy conditions, whether the engineering project can be completed and available in the predetermined time, this is not only one of the issues that investors are most concerned about, but also important content of the engineering project management work. However, construction project will be influenced by many complex changeable factors during its entire life cycle. This causes the project progress dragging, and the time limit can't be guaranteed. This directly affects the display of the engineering project investment benefit.In addition, the construction side as the main body of the construction project, how to use modern project management method to carry on the effective management for the project, this need to establish a reasonable organizational structure.Based on the above considerations, this paper in the construction project management theory's foundations, has launched the study from two aspects of construction project progress's external influencing factors and internal organizational structure. First, this paper carries on the summary induction to the construction project progress influencing factors, uses the principal components analytic method to carry on the objective analysis, and puts forward proposals and measures. Next, this paper carries on the comparative study to the construction project organizational structure, uses the fuzzy comprehensive evaluation method to carry on the fuzzy choice, and the results show that the fuzzy value score of the function form, project form and matrix form is respectively 60.91,78.89,89.91. In the course of above discussion, this paper takes Huainan Panyi Kuang ore gangue stave systems engineering project as a case to carry on the practice of theories and methods.
