Industrial clusters are assumed to be an economic phenomenon in a region.The emergence of industrial clusters is influenced not only by factors of production but regional culture.Culture impacts on regional economy through the way of trade and learning,the flow of information and knowledge,and so on.Thus,the form of production organization is deeply influenced by regional culture.Many scholars indicate,that industrial clusters is rooted in culture,and some cultural factors are necessary condition of industrial clustering and clusters'development.At first,we construct the theoretical foundation to explain the fundamental concept:introduce the definition of industrial clusters and the difference between industrial clusters and similar concept;describe the characteristics of the industrial clusters;illustrate briefly the mechanism of cultural formation and transition; indicate the co-evolution relationship between culture and economy.Then,summarizing the research accomplishment in this field,including the relationship between industrial clusters and culture and the species of culture in clusters.On the basis mentioned above,we investigate three industrial clusters with questionnaire designed by ourselves,and analyze the statistics of the answers.The results supports the assumption that cultural factors such as reciprocity, trust,open and entrepreneurship,exist in industrial clusters.Moreover,we find reciprocity,trust and open have something to do with the locally individual relationship of entrepreneurs.Finally,we make suggestions on government policy as four aspects:firstly,improve the protection on intellectual property;secondly,encourage venture and forgive failure in education;thirdly,place importance on industrial localization;fourthly,rely on local tradition as much as possible.
