As society entered the era of independent innovation, the role of innovation gradually emerged in the process of the economic development. It is very essential to high-tech enterprises for the rapid development of high-tech enterprises and building the core competitiveness. The innovative enterprises can not naturally be separated from the innovative staffs. They are using their ability to provide services for enterprises and achieve value-added enterprises. So, the development of innovative staff has become the important question of the theory and business community concerning. In this paper, this is the start of studying the cultivation of innovative staff of the high-tech enterprises.The article analogizes the status and problem of human resources management of high-tech enterprises. It combines the new requirements which the times of innovative economy need high-tech enterprises and industry characteristics and the characteristics of human resources about high-tech enterprises. It points out the necessary about cultivating innovative staff in high-tech enterprises.The article reviews and comments on human resource development, job studying, innovative theory, learning organization and innovation organizations and so on. Studies have found an entry point. And on this basis, it combines with the comparisons with the meaning of creative talents at home and abroad, and defines the connotation of innovative staff about high-tech enterprises. At the same time, by literature analysis, interviews, focus group discussion method, as well as the survey of questionnaire, it puts forward the quality and competency model of innovative staff about high-tech enterprises. By analogizing data with statistical software of SPSS 13.0, it contains six levels from low to high through the main factor analysis: professional skills, responsibility, values of career development, innovative orientation, cognitive level and implementation, and constitutes a pyramid model. The paper integrates the knowledge of engineering and management and constructs a cultivated model of innovative employees from the innovative thinking, innovative technologies and innovative environment about high-tech enterprises to form a "three-tier" model.In addition, the paper analogizes empirically human resource management states and issues of NY Software Company in Beijing. It puts forward strategies to implement to help foster innovative staff in order to build a competitive advantage and improve their core competitiveness.
