The Synthetic Evaluation And Research Of Sustainable Development Ability Of Gansu Province

With the sustainable high growth of China's economy in quantity and scale, resource and energy consumed excessively, pollutants emit massively. A series of significant ecological environment question had appeared day by day, such as Greenhouse effect, the ozone layer destroying, the population increasing, the biodiversity reduction,the desertification, the soil erosion, the land degeneration and so on. Facing ecological environment situation, the Chinese government reviewed the world development course calmly, had analysis the global environment question profoundly, unified our country's development experience and lesson more than ten years. Finally, the Chinese government proposed and has comprehensively deployed sustainable development strategy.This article takes Gansu Province as the research background, models and applicates the theories about sustainable development and analytic hierarchy process, analysis present situation and the change tendency of Gansu Province's sustainable development ability. First, proposes research mentality and the research technique , through introducing the domestic and foreign sustainable development theory research. Next, promulgates the common characteristic of the sustainable development target system construction, and base on which forms the quality synthetic evaluation target system of Gansu Province. Then using the AHP law, the principal components have analyzed the sustainable development situation of Gansu Province during 1994-2007. Finally, puts forward some suitable policy proposal.Through empirical analysis, this thesis concludes that: 1.The overall sustainable development ability of Gansu Province appear the stable growth tendency from 2000; 2.The economy sustainable development ability of Gansu Province appears the steady and fast growth tendency; 3.The society sustainable development ability of Gansu Province is quite steady, and enters the fast growth stage from 1999; 4.The population sustainable development ability of Gansu Province has experienced a quite big undulation fluctuation time around 1999, and enter the condition which continued to enhance stably after 1999; 5. The resources sustainable development ability of Gansu Province endures sorrow, in the entire research time changes in large scale; 6.The environment sustainable development ability of Gansu Province take 1998 as a watershed, has experienced the process which dropped rapidly then enhances with steady steps year by year; 7. The science and education sustainable development ability of Gansu Province enhances periodicity, assuming the broken line rise condition.The study aims of this article is to promulgate the present situation and the change trend of Gansu Province's sustainable development ability, put forward some proposals for further sharpening the sustainable development ability of Gansu Province and realizing sustainable development.
