Sustainable development is an important milestone of modern civilization, and also is the target that the mankind is pursuing. How to analyze and estimate the situation of Sustainable Development of on region in quantitative measurement is still an advancing edge and hot spot in Sustainable Development research domain.This thesis took Chang Shan County, Zhe Jiang Province as example, analyzed its situation of sustainable development during 1998 to 2007 by ecological footprint theory. The results showed that: Ecological footprint per capita of Changshan County has increased from 0.4921 hm2 in 1998 to 1.5040 hm2 in 2007. Total growth reaches 200% compare to 1998. Ecological carrying capacity is ranged from 0.5492 hm2 in 1998 to 0.5729 hm2 in 2007. Changshan County was ecological profit in 1998, but since 1999 it was ecological deficit and its deficit became larger and larger. It means that environment influences of social activities and resources utilization has overloaded. Its development type is resources depletion and environments destroying, unsustainable development.This thesis also did an additional evaluation to the status of sustainable development of Chang Shan County in 1997~2008 by the analytic hierarchy process (AHP). Results as followed: the status of sustainable development of Changshan County was increasing gradually, but still in the phase of unsustainable development, and environmental costs of resource consumption is too large.According to these two analyze methods; the thesis evaluated the sustainable development of Chang Shan County roundly: the economic and social development has made tremendous in 1998 ~2007, and people's living standards and society has improved a lot.But it is a large number of consumption of resources , energy, the expense of the cost of resources and the environment.At the same time ,the thesis also gave some advices to make sure its development is sustainable in future.
