Following the forest property right reform in Fujian, Jiangxi, Liaoning, Zhejiang and Guangdong provinces, Guizhou Province, in 2006 carried out a new round of collective forest property right reform in its nine selected counties and cities. This essay singled out a county with convenient transportation means and abundant resources named Wengan, where special efforts have been made in the reform of forest property right. Researches in many perspectives are done on this sample unit. This article started out from the process, effectiveness and issues of the reform in Wengan County after liberation. On one hand, it summarizes substantial historic records and documents from the Bureau of Forest resources at both the province and county level. On another hand, with the support and help of departments of forest resources at all level, a number of symposiums, field visit and dialogues have been conducted. Proceeding from a great number of statistics, summaries have been made on the problems of the forest property right reform in Wengan County after liberation. The methods utilized during the research includes PRA, para-structural interview, survey and so on. Places visited include 3 towns with their own features in the reform, namely Yuhua, Languan and Tong luo, and 6 experimental villages with great forest resources and outstanding reform effort namely Taibai, Baiyan, Tuobei, Dalu,Guihuaping and Minquan. Studies have been made on the features, results and problems of the reforms in these villages in different phases. In addition, this essay has collected 4 expectations of villagers through surveys, which can be of reference to the reforms in other regions.
