Study On The Countermeasures Of Forest Property Dispute In Dunhua City

As one of the major industries in China's economic and social development,forestry has been responsible for two aspects of economic development and ecological protection.With the convening of the eighteen party,the construction of ecological civilization has been pushed to a new height,the status of forestry in the construction of ecological civilization is particularly prominent.Forestry of Dunhua has experienced two forest tenure reform in 1981 and in 1999.In order to improve the utilization efficiency of forest resources,such as forest,woodland,and promote the sustainable and stable development of rural economy,the CPC Central Committee and the State Council issued the opinions on promoting the reform of collective forest right system in June2008.In the new round of reform of forest right system,in order to truly clear ownership,management right,implement the right of disposal,to ensure the right to return,the city of Dunhua in respect the law?the history and the principle of public opinion,according to the analysis of the specific problems encountered in the past,resolved various problems actively.On the basis of the theoretical achievements of the reform of collective forest right system and the research of forest property right,and through expounding the basic theory of forest rights disputes,I studied the types,characteristics and causes of the disputes of forest property rights in Dunhua city with the typical cases of Dunhua forest property rights disputes.Learn from the successful experience of forest rights dispute mediation work in other areas,and put forward constructive suggestions on the dispute settlement of forest property rights in Dunhua.To promoting the harmonious and healthy development of forestry by improving the local forestry management mechanism;perfecting the judicial system and mediating disputes according to law;Exploringg the administrative arbitration and other relief channels by relieving judicial pressure and reducing the costs.To promote the harmonious and healthy development of local forestry work.
