Study On Requisition Land Compensation Standard In Urban District And County Of Huhhot City

The requisition land system is one of the important components of land system in the countryside. The requisition land system reform receives more widespread attention from the community after the requirements about agricultural land transferring brought by the third Plenum of the 17th Communist Party of China Central Committee. The standard of the requisition land compensation being as the core content of the requisition land system has become the focus of reform on the requisition land system in rural area. As is shown above, the author has conducted the deep research about standard of requisition land compensation carried in county area of Huhhot at present, with the conclusion that the requisition land compensation standard of Huhhot is low, not adapted to the local economy development and can not guarantee 0f do not be reducted the original living need of loses farmers and a science, reasonable and the effective requisition land compensation system should be established in Huhhot in order to promote continual, healthy and the stable development of the agricultural land market in HuhhotIn the fundamental theory research aspect, the achievement of research about agricultural land value at home and abroad is taken as the reference to establish the agricultural land value should be composed of natural and economy value and the exterior value of agricultural land. And when elaborating the natural and economy value of agricultural land, the reasonable standard on the requisition land compensation is needed establish to eliminate the influence of"the difference in price of agricultural and industrial"to agricultural land price scientifically. And the exterior value of agricultural land includes social security value of agricultural land and ecological value of agricultural land. The ecological value of agricultural land should be used to differentiate commonweal welfare and the non-commonweal welfare standard of requisition land compensation, as the ecological value of agricultural land is mainly to the overall members.In the demonstration aspect, two main parts have been conducted. On one hand, the requisition land compensation price computation, that is requisition land compensation price in county area of Huhhot is computed on the basis of agricultural land value. The result indicates that the requisition land compensation price in county area of Huhhot includes natural and economy price, social security price and ecological price of agricultural land. The compensation price of commonweal requisition land is composed of natural and economy price and social security price of agricultural land. And the compensation price of non-commonweal welfare requisition land is composed of natural and economy price, social security price and ecological price of agricultural land. The income reducing process and the indicator system are adopted to establish the natural and economy price of the agricultural land and forficiform difference revision of the industry and agriculture labor force conversion coefficient of 5:1 in the income reducing process has been implemented. In the indicator system method, 3 factors and 11 elements have been selected and the analytic hierarchy process is used to establish the weight. On the other hand, annual requisition land unification production value and comprehensive requisition land area price established by the county area of Huhhot have been studied, adopting price reckon method to make the requisition land area in the counties of Huhhot balanced in order to solve the problems of lacking of the joining because the differences in requisition land compensation standard between the areas.Through the studies mentioned above, average standard of commonweal requisition land compensation and non-commonweal requisition land compensation have been got and those sort the same order, with the decrease order of the cantonal area, Tuoketuo county, Tumd zuoqi, Horinger County, Qingshuihe County and Wuchuan County. According to the average standard of commonweal requisition land compensation in the county area of Huhhot and taking the method of average weight to acreage as reference, requisition land area in the whole city has been plotted out 12 grades, with high grade distributing in the cantonal area and the highest grade of grade in the counties of Huhhot appearing in Tuoketuo county and the highest grade of grade in the counties of Huhhot appearing in Helinger county and Wuchuan county. As concluded above, requisition land compensation standard system has been formed in Huhhot.
