Study On Cultivated Land Requisition-Compensation Balance In Lake And Hilly Area Of Hunan Province

Achieving the cultivated land requisition-compensation balance that is important to hold the development of social-economy and maintain the stabilization of food security and society. Hunan is a province mainly based on agriculture and the cultivated land requisition-compensation balance is also means a lot to Hunan. The landform is mainly on hilly area and the amount of hilly area is five times larger than that of plain. It is remarkable for cultivated land in different area. The purpose of this paper is to make a comprehensive study on the balance between quantity and quality of hilly area and lake area, give some related suggestions and measures and provide some suggestions on larger area in some extent.Taking a case study on lake plain-Miluo city and hilly area-Suining county, some overviews of the theory of cultivated land requisition-compensation balance from home and abroad have been given in this paper. The changes of area in prediction period have been analyzed by GM(1,1)model, and the potential reserve cultivated land and the condition of quantity of cultivated land requisition-compensation have been discussed. The index of land use-the method of standard grain production has been used to conclude the relationship of cultivated land requisition and compensation, which was based on the results of 2003 national agriculture land grading of Miluo city and Suining county. Lastly, the condition of cultivated land requisition-compensation and the ways of how to achieve cultivated land requisition-compensation balance have been evaluated. The main conclusion is below.1. The overall area tendency which cultivated land area of Suining county and Miluo city is reducing from 2010-2020. The occupied area of construction projects and the added area of potential cultivated land is totally different.2. Using the index of land use plan to estimated the quantities of cultivated land, and divided quality grades, we can learn the difference quanlity of cultivated land in different area.3. Based on the results of quantity prediction and quality evaluation, we can achieve the goal of cultivated land requisition in the process of urbanization from 2010-2020 in Miluo city and Suining town.
