Human capital's pivotal function in process of the economy growth has been proved by the human capital theory and the economical development practice. Human capital is the essential element in the growing of regional economy so that the level of human capital of one area becomes one of the motives which determines the development of this area. Simultaneously, human capital become the motivity of economy because its regeneration and accumulation and logical distribution which depend on investment of human capital. Economy increases in Zhejiang is quick, but efficiency of human capital operation is not well. Therefore, researches into the difference of region and forming mechanism of human capital has realistic significance and also can provide the proof for development of this area.The thesis begins with the analysis of the present situation of human capital and takes Zhejiang Province as an example. Looking for the influencing of human capital's difference of region. Then, it researches the present condition of human capital operation of Zhejiang. So, we can realize its development more clearly.Synchronously, we use the coefficient method to do Zhejiang's difference of region analysis. From the above analysis, it comes to the conclusion that the level of human capital of the northeast part of Zhejiang Province is obviously higher than that of the southwest part. We found that the elements from the point of the investment, demanding capacity, human capital flowing and social environment.This research bases on mature theories of demography and economics, by the ways of quantity-oriented research and quality-oriented analysis, meanwhile it combines interrelated data and information into together. It researches the present condition of human capital operation of Zhejiang, it focuses on analyzing the differences of regions and forming mechanism of human capital. Meanwhile, it can provide theoretical basis for the balanced development between regional human capital and economy and also present news thoughts, which might promote the development of regional economy and society in Zhejiang in the future.
