High-tech industry,as a technology-intensive industry,in recent years,the trend of unbalanced development in various regions of China is expanding constantly.However,too much attention is paid to the impact of material capital on industrial development,the role that human capital played in high-tech industry development is ignored,that can possibly explain the reasons causing the regional development differences.Human capital investment can promote the national and regional high-tech industry sustainable development.Therefore,it is of great significance to deeply study the contribution rate of human capital to regional hi-tech industry.Based on the theory of human capital and the theory of new economic growth,this paper analyzes the contribution rate of physical capital,human capital and technological progress according to the data of 30 provinces(except Tibet)from 2000 to 2014 using the method of the combination of qualitative and quantitative analysis.Through the method of perpetual inventory and education years to measure and evaluate the material capital and human capital of high-tech industry respectively,and adopted the improved model of human capital externality to study the panel data,Stata to make regression analysis,obtained the contribution rate of each factor to the development of high-tech industry.The results show that the contribution rate of human capital in each region is higher than 50%,and the contribution rate of human capital is increasing with time,especially in the middle and western regions.Also shows that there exists a waste of human capital in the eastern region.Finally,this paper puts forward some countermeasures and suggestions to promote the development and accumulation of human capital in the development of regional hi-tech industry.
