With fast development of the national economy and continuous improvement of income level, there are more and more motor vehicles owned by residents in Beijing. Because of investment strength and resource constraints, the supply of transport infrastructure is lagging behind the growth, which leads to obvious contradiction between traffic demand and supply. The problem of driving and parking has been serious. With declining speed of traffic tools and growing congestion regions in Beijing, the healthy development of city has faced with severe challenges. Solely relying on the construction of transport facilities to meet the traffic demand and alleviate the traffic pressure, has been proved to be undesirable by theory and practice.Firstly, based on static demand management, the paper illustrates that parking management play a very important role in the transportation demand management and could be studied to solve the traffic jam in Beijing effectively. Secondly, the paper compares and analyzes the costs of private cars and bus under different parking fees, describes the corresponding traveling choice, and computes the appropriate parking fees. Thirdly, the paper proposes the specific program of parking fees in Beijing on achieving differentiation and promoting industrialization, so that the effective parking management could play its role of economic levers, easing traffic congestion at present in Beijing.The paper combines theoretical analysis and model analysis with empirical analysis, as well as qualitative analysis with quantitative analysis. The main innovation is introducing the concept of "full-cost of vehicles". Then the paper establishes the model of the relationship between "income / full cost and the level of vehicle ownership," combining with two functions of "time value distribution" and "income distribution". Through SPSS, this paper deals with the data sample in exponentially fitted method, and compares the different travel costs of private cars and buses on the bases of generalized cost optimal principal. The whole paper includes 9 figures, 11 tables and 35 references.
