The Research On Financial Security About Rural Public Goods Supply

Rural public goods supply is of great significance for developing the rural economy and improving people's quality of life, narrowing the urban-rural gap, and maintaining the sustained development of the national economy. However, due to various reasons, the supply of public goods becomes the weak link in the rural areas, affecting or even hindering the development of rural economy. In the background of the new country construction, this paper explores the connotations of rural public goods and public finance, analyses the central and local government financial transfer payments, particularly the county's financial plight, and expounds the important role that the state finance plays in the rural public goods supply.Based on the theory of public goods supply ,the theory of separation of powers and the theory of financial expenditure performance, using the method of comparative, learning from the experience of some developed and developing countries, the article puts forward the problems that China should pay attention to in the process of rural public goods supply .With the study on the history of state finance supporting the rural public goods, the paper presents the problems which are found in rural public goods supply in China, including less investment, irrational investment structure, regional imbalance, abuse of funds and etc. The research also analyzes the reasons of the problems above, in the aspects of financial difficulties in townships, the power asymmetries between the financial authority, irrational structure of the financial transfer payment and the lack of supervision and etc. Based on the theory linked with reality, the article puts forward a financial security system which includes the objectives and principles of rural public goods supply, the demand-expression mechanism and the supply-decision-making mechanism, the management mechanism, the supervision mechanism and the feedback mechanism. The management mechanism includes budget management, fund-raising mode, the use of management and the performance evaluation, supervision mechanism includes legal supervision, administrative supervision, social supervision and supervision by public opinion.Finally, the article analyzes the status and existing problems in Nanshan County, Sichuan Province, further shows the urgency and necessity of financial security about rural public goods supply.
