With the development of economy, the number of urban vehicles increased continuously. The speed of vehicles increased much faster than the speed of cities' development, cause vehicles' in the city moved at a more and more low-speed, traffic problem become more and more serious, transport fuel consumption is getting higher and higher, city traffic environmental pollution is getting more and more serious. So, it is necessary to research the efficiency of city transport problem for the least amount of resource consumption and environmental pollution to achieve transport needs.In this paper, start with the efficiency of city transport definition, the city transport development in recent years was analyzed, the status quo, existing problems, as well as the factors that affect the transport efficiency. Because the efficiency of city transportation is affected by many factors, it is difficult to use quantitative methods to research it exactly. So, the paper used AHP, fuzzy function method and generalized function method, using a qualitative analysis with quantitative analysis of combining methods. First, using AHP for the statutory analysis, and then using the other two methods for quantitative research to ensure the availability of the results. In the end, the actual data used in Xi'an empirical analysis, so that the whole process of argumentation more reasonable and reliable. Through the evaluation of the efficiency of transport system in city, the ways of improve the efficiency of city transport was advanced. So that it can achieve the goal that using minimal consumption of resources to achieve the highest efficiency of transport system.Finally, on the basis of analyze the efficiency of Xi'an transport system, considered the similarity in major cities. The paper put forward the proposals to improve the efficiency of city transport.
