Research On Formation Mechanism And Evaluation Of Comprehensive Transport Efficiency

Advancing the development of comprehensive transportation,realizing the complementary advantages of each transport-mode and improving the contributions efficiency of transport resources to the social and economic development had become the key issues of transportation industry to be solved in our country.In order to promote the scientific development,fully and systematically evaluating the technical and economic characteristics of comprehensive transport system is an indispensable method,which would lead a more reasonable comprehensive transportation layout planning and maximize the optimal allocation of traffic resources.As an important part of technical and economic evaluation,comprehensive transport efficiency is an important index to reflect the operation status of comprehensive transportation system and the result of resource allocation,to measure the effects of comprehensive transportation related theory to guide the practice,as well as to reduce the information asymmetry between regulators and transport enterprises.Therefore,it has important theoretical and practical significance to discuss the internal mechanism and evaluation of comprehensive transport efficiency for perfecting comprehensive transport development theory,clearing the development direction of comprehensive transportation and better guiding the comprehensive transportation planning.From the above,this paper conducts systematic research on the issue of comprehensive transport efficiency.The transport economic,system theory,value stream theory,comprehensive transportation theory and economic equilibrium theory are all the basic theories for research.Taking comprehensive transport efficiency as the research object,using "literature review-connotation definition-economic mechanism analysis-measurement and evaluation" as the main line of this research,this paper summarizes the current research about transportation efficiency theories and methods,then from the perspective of the economic equilibrium of supply and demand,the connotation and characteristics of comprehensive transport efficiency is systematical analyzed;and then the internal economic mechanism of comprehensive transport efficiency is revealed from the perspective of supply,demand and economic equilibrium of them;also the absolute efficiency and the relative efficiency of comprehensive transport are systematically researched.Follow the internal economic law of the market economy,the paper studies the comprehensive transport efficiency theory based on the internal and external economic connection and its operation law of comprehensive transportation system,for enriching and developing the comprehensive transport layout plan theory,also providing theoretical basis for establishing more reasonable,scientific and effective comprehensive transport system.The main research results are as follows:(1)This paper takes a global review of comprehensive transport efficiency connotation,and defines the comprehensive transport efficiency as that the degree of rational transportation resources input and effective production organizations to meet the transport needs of social and economic development which is under the existing technical and economic conditions;four level view of comprehensive transport efficiency is built up,which includes respectively transport resource allocation efficiency,transport capacity output efficiency,transport capacity utilization efficiency and transport demand meeting efficiency;and point out that the comprehensive transport efficiency is absolute,relative,dynamic,external and difficult to compare;(2)This paper analyzes the internal economic mechanism of the comprehensive transport efficiency from the perspective of supply-demand economy equilibrium,and points out that the economic equilibrium degree between transport demand and supply is the key factor affecting the comprehensive transport efficiency under the market economy condition.The process of realizing the economic equilibrium of comprehensive transportation system is the process of maximizing the system efficiency;(3)Then the paper puts forward an index-transport capacity utilization based on tonnage kilometers to measure the comprehensive transport absolute efficiency,which is from the perspective of infrastructure,that is the "front" of comprehensive transport problem,the ultimate embodiment of supply and demand matching degree affect the overall operation of comprehensive transport system is transport capacity utilization;(4)The input and output indexes of comprehensive transport relative efficiency evaluation is constructed,then use the non-parametric method of SBM-Undesirable and the three-stage super efficiency DEA model to evaluate the relative efficiency of China's comprehensive transport from the dynamic and static perspectives.The analysis shows that the comprehensive transport efficiency level is related to the local economic development,industrial layout and transport structure et al,different provinces and cities should combine their actual situation,and effectively develop counter measures to improve the efficiency of comprehensive transport system.
