Implementation of toll road policy has played a significant roll in developing China highway construction.Though as national economic and highway transportation development,large Vehicles driving on the High way are increasing dramatically.Over limited transportation behavior is more and more phenomenal,become a major and tough problem for us to solve.Analyzing the reasons -calculating charge by vehicle type method we used before has great deficiencies.To solve the problem,some provicences and municipalities had started new method of weight calculating charge.Weight calculating charge memod is the general trend all over the country.Though we have no fee charge standard of over limit,fee charging area division,normal weight calculation model ,fee rating and united direction as well as no Implementation Rules of formal requirement toward overweigh charge and no strict technical provision toward toll equipments.It is not easy to promote it all over the country.At first this article analyzed the dangerness of over limited transportation and Defects of charging vehicle by type,then researched theoretical basis of the weight calculating charge method. After carefully analyzing and aggregating existed toll charging models of provinces and municipalties all over the country,proposed this new weight calculating method.Fair,no extra social burden and easy to implement,aimed on current problem of weight calculating charge method,suggested possible implementation project of guiding significance.Made strict requirement on weight charging equipment and proposed advanced settlement plan for problems might happened in implementation process.With important theoretical and reality significance.
